              cGOP -- A NEW PACKAGE FOR GLOBAL OPTIMIZATION

We are pleased to announce the availability of cGOP, a new software
package for solving structured global optimization problems. A description
of the package follows, along with instructions on how to retrieve, install
and use the package.

DESCRIPTION OF THE PACKAGE:
--------------------------

cGOP is a package for rigorously solving nonconvex optimization
problems to epsilon-global optimality. The package implements the GOP
algorithm (Floudas and Visweswaran, 1993) which is a primal-dual
decomposition algorithm appli- cable to general constrained biconvex
problems, using a set of C subroutines to solve these problems using
decomposition and branch-and-bound techniques.  It also incorporates
several improvements made to the original GOP algorithm to reduce the
computational complexity (Visweswaran and Floudas, 1993) as well as
new formulations that permit implicit solutions of some of the
subproblems encountered during the algorithmic steps (Visweswaran and
Floudas, 1996). The algorithms use local optimization solvers
(currently MINOS 5.4 and CPLEX 3.0) to solve linear, mixed-integer
linear and convex subproblems.  This version of the cGOP package is a
beta-test version, and can be used to solve problems with linear
constraints.  Problems can be specified using data files written in a
high-level parsed language that permits their solution without
re-compi- lation, and also using fixed-format data files. In addition,
the package can be used via calls to C subroutines. cGOP has been in
use at the Computer-Aided Systems Laboratory in Princeton University
for the last two years, and has been used to solve problems involving
several hundred variables and constraints. Currently, versions are
available for Hewlett-Packard, Silicon Graphics and IBM RS6000 machine
architectures.

This is a beta-test version of the software, and is being released for
use by academic researchers. A full version with the ability to solve
nonlinearly constrained problems will be made available in the future.
Commercial sites wishing to use this product should contact one of the
authors directly.


HOW TO OBTAIN THE SOFTWARE:
--------------------------

The cGOP package is available through anonymous FTP from
titan.princeton.edu. To retrieve the current version, perform the
following steps:

(1) Login in via anonymous ftp to titan.princeton.edu, using the user name
    "anonymous" and giving your email address as the password.
    The package is located in "pub/cGOP", and has three components -
    (a) cGOP.tar.Z, which contains the main libraries and examples,
    (b) cGOPdoc.ps.Z, which contains documentation for cGOP, and
    (c) cparsedoc.ps.Z, documentation for cparse, a high level parser that
        can be used to enter the problems for cGOP in an easy format.
    Make sure to set file type to binary before retrieving the files.

    Below, we show a sample session of using anonymous ftp:

(2) Select a directory where you want to store the distribution. Go to
    that directory, then:

    prompt> uncompress cGOP.tar.Z
    prompt> tar -xf cGOP.tar

    This will create a subdirectory called "Gop" under the current directory,
    and put the distribution there.

(3) Uncompress and print out the manuals, cGOPdoc.ps and cparsedoc.ps. These
    contain full instructions for installing and using cGOP and the parser.

(4) Look at the directories "cparse", "examples" and "callable". These
    contain example files that show how cGOP can be used through data files
    or using calls to C subroutines.

(5) If you do retrieve the package, please send us an e-mail at
    cgop@titan.princeton.edu with a brief description of the machine
    you intend to run it on. This will help us to keep you informed of
    updates, bug fixes etc.

        FIRST VERSION OF DAREX AVAILABLE

DAREX is a collection of benchmark examples for the numerical solution
of discrete-time algebraic Riccati equations (DARE) of the form

where A, Q, X are n-by-n matrices, B, S are n-by-m matrices, and R is
an m-by-m matrix.  Here, Q, R are symmetric and X is the desired
symmetric solution matrix.  The matrix Q can be given in factored form
as it often occurs in control theory, i.e.,

This collection may serve for testing purposes in the construction of
new numerical methods, but may also be used as a reference set for the
comparison of methods.

The examples can be generated via a Fortran 77 subroutine or a MATLAB
function.  A postscript version of a preprint describing the benchmark
collection as well as the software is available by anonymous FTP at

Here, blm2.ps.Z  is a compressed postscript version of the

and data files necessary to generate the benchmark examples.  Both
directories also contain introductory README files.

The MATLAB codes are also available via anonymous ftp from the
MathWorks ftp site (ftp.mathworks.com).  The M-files, data files, and
the README file are located in

The Fortran 77 codes are available via anonymous ftp from Netlib
(e.g., netlib.att.com, elib.zib-berlin.de).  The file darex_f.tar.gz
can be found in the directory

        netlib/control

Since this is an on-going project, we will greatly appreciate further
contributions of examples concerning the abovementioned DARE as well
as continuous-time and generalized AREs.

  FACULTY POSITIONS IN ELECTRICAL AND COMPUTER ENGINEERING

DREXEL UNIVERSITY anticipates several new faculty positions in Electrical
and Computer Engineering.  At present we are primarily interested in
candidates for assistant professor tenure-track appointments in the following
areas:
    (i) telecommunications, wireless and mobile radio (with background
        in system theory);
   (ii) computer engineering (especially computer architecture and
        networking); and
  (iii) power engineering (system theory, power electronics, machinery).

However, exceptional candidates in other areas and ranks will also be
considered.  A Ph.D. or equivalent in Electrical Engineering, Computer
Engineering or related disciplines is required, as well as a record of
scholarly research and professional development.  Background in Biomedical
applications will be considered an advantage. The department has initiated
a pioneering project in undergraduate-education reform, and future professors
will be expected to take part in curriculum development and innovative
education.  Drexel University is private non-denominational co-ed techno-
logical University located in University City, Philadelphia.  With 32 tenure-
track faculty, 800 undergraduates, and 300 graduate students, the ECE
Department is the largest department in the University, expending $5M per
year on research. The department's strengths are in signal and image
processing, signal processing for biomedical applications, microwave and
lightwave engineering, electrophysics, power systems, detection and
estimation, dynamic systems and intelligent control (sensor fusion, robotics
and neural networks).

  Research Studentships in the Industrial Control Centre

The  Industrial  Control  Centre  (ICC)  as  part  of  its
programme  of  research for industry works  on  modelling,
diagnosis  and control,   and   development  of   software
solutions  for  industrial   control   problems.  We   are
inviting applications for two three-year CASE
(Collaborative Awards in Science and Engineering) Research
Studentships  to  join projects arranged  jointly  by  the
Centre and industrial partners:

(1)    CASE Student to work with an industrial partner  on
   the   analysis    of    complex   data   arising   from
   bioprocess  industries.  The  task is  to  develop  and
   demonstrate  AI tools  for  the  extraction of valuable
   information  from large  and  complex  data sets.  This
   position  at  this company  requires  a strong control,
   maths  or  computer science  background. The supporting
   company   is   one   of  ICC's   internationally  known
   collaborators in this field. The  annual grant is 8,710
   pounds sterling plus an annual increment  of 400 pounds
   sterling from the  EPSRC  and  a minimum of 2200 pounds
   sterling  top up from industry  The start date  is  1st
   May 1996.
(2)     CASE Student with Omron Electronics Ltd to work on
   developments  in servomechanism design.  The  principal
   research  task  is to develop methods  to  improve  the
   speed  and  accuracy  of  tracking  servomechanisms  in
   collaboration  with Omron. The  annual grant  is  8,710
   pounds   sterling  plus  an  increment  of  400  pounds
   sterling  p.a.  from   the  EPSRC   and  4,500   pounds
   sterling  top  up from Omron. Omron is  a   very  large
   investor  in  control-oriented  R&D.  The  company  has
   indicated the expectation that the successful candidate
   will spend a period at overseas sites including Omron's
   Japanese HQ. The start date is July  -  October 1996.

Applicants  for  these posts must have a  first  or  upper
second  honours  degree, or a lower second  class  honours
degree   and  MSc degree in a control-related  discipline.
EPSRC  regulations require that CASE Students must  be  UK
nationals in  order  to  receive  full grant support.  The
successful  applicants  will register  for  a  three  year
research programme leading to a PhD degree.

      Research Positions in Industrial Control Centre

The Industrial Control Centre as part of its  programme
of research for industry has the following vacancies:

(1)   Research Fellow in Control Engineering  to  work  on
 the  development  and delivery of an  industry-based  MSc
 course and to carry out research in control. The main task
 is to co-ordinate the development and, later, the delivery
 of a highly-focused modular Masters' Degree in Industrial
 control systems. The course is distinctive in its aim  to
 appeal  to  practising engineers attending in   intensive
 short-course  mode  and in its inclusion  of  significant
 hands-on sessions that need to be developed. Secondary but
 important further tasks are to develop and publish  at  a
 high  scientific level along a particular  specialisation
 within  the control field and to interact with and assist
 the  progress  of  more  junior  researchers  within  the
 Industrial  Control Centre. Applicants  should  hold,  or
 about  to  obtain, a PhD in control engineering and  have
 demonstrable expertise in non-linear control  theory  and
 its  industrial applications as well as strong commitment
 to developing an innovative research programme. Applicants
 will need to have demonstrable excellence and enthusiasms
 in  a relevant specialisation in the control field and an
 ability to communicate these enthusiasms to the industrial
 engineers  who  are our MSc students. Such profile  would
 normally imply a background of a completed doctorate, some
 publications  and some industrial experience.  The  start
 date is 1st May 1996. Salary:  15,760 pounds sterling p.a.

(2)   Senior   Research Fellow to develop  bids   for   EC
 and  national  funding  sources,  lead  funded  projects,
 and assist the Director in the  day-to-day management  of
 the  centre's other technical activities. Applicants will
 need  to  possess  wide technical knowledge  allied  with
 organisational   abilities,  a  determination   to   meet
 deadlines  and  an ability to overview and  prioritise  a
 complex  set of competing tasks. It is likely  that  such
 applicants will have a doctorate in any of the  following
 fields:  software, communications, transport and control,
 engineering  plus  some experience of  dealing  with  the
 nuances  of  grant application. The post  is  not  though
 exclusively  administrative and  applicants  should  have
 their   own   research   specialism   which   should   be
 complementary  to the research themes  of  the  ICC.  The
 start  date is 1st May 1996. Salary: 16,481-23,034 pounds
 sterling p.a. depending on ability and experience

LECTURESHIP IN ENGINEERING
(Control Systems Research)

Engineering.  The successful candidate will join the Control Systems Research

           POSTDOCTROAL POSITION TECHNICAL UNIVERSITY DELFT

The section Circuits and Systems at the Department of Electrical Engineering,
Delft University of Technology has an opening for a Post-Doctoral
Position for at least one year. The candidate will have to become
the main researcher in a project funded by the Dutch National
Technology Foundation. The project is a cooperation between the
Circuit and Systems group (Delft), the centre for microelectronics
(Veenendaal) and an industrial partner. A background in VLSI
Signal Processing is necessary. The project's objective is to
demonstrate the feasibility of a functional design methodology in
which  signal processing algorithms written in C are
taken true a number of powerful transformations taking it downwards
to the level of implementation. A toolbox for carrying out such
transformations is (partly) available and has to be linked to
an exiting high level design system (DSP station). A representative
application is then to be envisaged. This application will be such
that it uses algebraic signal processing (for example subspace
tracking), that it uses Cordic arithmetic in the implementation, that
the system implementation is in single chip  form, and that it is
attractive enough for the industrial partner to undertake the final
design.

   "Modelling and model-based development of complex technical systems"


The University of Dortmund has obtained a grant for the temporary
graduate school (Graduiertenkolleg) "Modelling and model-based
development of complex technical systems" which consists of 10
scholarships for young scientists working towards their doctoral
degree and 1 scholarship for a post-doc. The Graduiertenkolleg is
highly interdisciplinary with professors from the departments of
chemical, electrical, and mechanical engineering, computer
science and statistics cooperating in four areas:

- modelling and analysis of distributed systems
  (Echtle/Engell/Krumm/Schmidt-Traub)
- modelling using fuzzy logic
  (Crostack/Gather/Handschin/Kiendl)
- hybrid systems
  (Engell/Kiendl)
- modelling of distributed production systems
  (Crostack/Heinz/Kuhn).

The post-doc position is still open and will be filled as soon as
possible. The successful candidate must have obtained a doctorate
and be interested to broaden her/his scope and be able to provide a
stimulus to the research within the overall project in at least one
of the areas mentioned above. The maximal funding period is two

The Centre for Systems and Control is an interdisciplinary research centre
within the Faculty of Engineering at Glasgow University. Its mission is to:

Generic research areas include system modelling, fault detection,
model-based control, multivariable control, fuzzy control and estimation,

As co editors of the journal, we are writing to tell you something of
our plans and invite your collaboration in continuing the development of
this historic journal, now in its 170th year.

It is our intention that The Journal continue as a journal of
engineering systems and the mathematics that underlies them.  Its present
focus is upon electrical and mechanical engineering, especially
information and communication systems, including control theory; robotics;
wavelets; nonlinear dynamics and fractals; neural computation; signal
processing and mechanics.  We realize that no description of this kind
can be comprehensive and we therefore encourage authors to put forward new
topics for publication, provided that they fall within the broad scope of
the journal or are related to one of the current topics.  Of particular
interest are emerging mathematical techniques, and especially their
applications.

The core of the journal remains research papers.  To encourage
definitive accounts of research we emphasize that there is no arbitrary
limit on the length of papers.  Authors of particularly long papers, more
than 6,000 words, should consult with us beforehand; but the bibliographic
data for the journal shows that its papers are cited for many years and
this is a trend we wish to continue.

Papers are normally published within eight months of receipt and often
more quickly if major revisions are not required.

We intend to publish review articles and we invite authors to put
forward proposals for such articles, to be major pieces of writing up to
10,000 words long.  Review articles may either cover a relatively narrow
topic at the frontiers of research or may be broader with a strong
tutorial flavor.

Manuscripts for publication should be sent directly to the managing editor
at the Franklin Institute.

        Neural Adaptive Control Technology Workshop: NACT II

NACT Project
============
The second of a series of three workshops on Neural Adaptive Control
Technology (NACT) will take place on September 9--10, 1996 in Berlin,
Germany.  This event is being organised in connection with a
three-year European Union funded Basic Research Project in the ESPRIT
framework.  The project is a collaboration between Daimler-Benz
Systems Technology Research, Berlin, Germany and the Control Group,
Department of Mechanical Engineering, University of Glasgow, Glasgow,
Scotland.

The project, which began on 1 April 1994, is a study of the
fundamental properties of neural network based adaptive control
systems. Where possible, links with traditional adaptive control
systems will be exploited. A major aim is to develop a systematic
engineering procedure for designing neural controllers for non-linear
dynamic systems. The techniques developed are being evaluated on
concrete industrial problems from within the Daimler-Benz group of
companies:  Mercedes-Benz AG, Daimler-Benz Aerospace (DASA),
AEG Daimler-Benz Industrie and DEBIS.  The project leader is
Dr Ken Hunt (Daimler-Benz) and the
other principal investigator is Professor Peter Gawthrop (University
of Glasgow).

NACT II Workshop
================
The aim of the workshop is to bring together selected invited
specialists in the fields of adaptive control, non-linear systems and
neural networks.
The first workshop (NACT I) took place in Glasgow in May 1995 and was
mainly dedicated to theoretical issues of neural adaptive control. Besides
monitoring further development of theory the  NACT II workshop will be
focused on industrial applications and software tools.

A number of contributed papers will also be
included. As well as paper presentation, significant time will be
allocated to round-table and discussion sessions. In order to create
a fertile atmosphere for a significant information interchange
we aim to attract active specialists in the relevant
fields. Professor Karl Johan Astrom of  Lund Institue of Technology,
Sweden and Professor Hassan K. Khalil of Michigan State University have
kindly agreed to act as invited speakers.


Proceedings of the meeting will be published in an edited
book format.


Contributed papers
==================
The Program Committee is soliciting contributed papers in the area of
neurocontrol for presentation at the conference and publication in
the Proceedings. Prospective authors are invited to send an extended
abstract of up to six pages in length to the address below no later than

 Friday, 31 May 1996.

Final selection of papers will be announced at the end of June and
authors will have the opportunity of preparing a final version of
the extended abstract by the end of July which will be circulated
to participants in a Workshop digest.

Following the Workshop selected authors will be asked to prepare a
full paper for publication in the proceedings.  This will take the
form of an edited book produced by an international publisher. LaTeX
style files will be available for document preparation.

Each submitted paper must be headed with a title, the names,
affiliations and complete mailing addresses (including e-mail) of all
authors, a list of three keywords, and the statement NACT II.
The first named author of each paper will be used for all
correspondence unless otherwise requested.

length of paper should not exceed 4 pages.

An exciting new area of research in control theory with the
possibility of much practical application, is the Differential
Flatness of Nonlinear Control Systems. This is a nonlinear extension
of Kalman's controllability theory arising from new results using a
differential algebraic approach (Fliess and co-workers). A "flat''
control system is linearizable by endogenous feedback. It is known
that controllable linear systems are flat. Non-flat control systems
cannot be controlled by feedback control. Typical non-flat examples
are the ball and beam problem; simple, double and variable length
pendulums;  n-trailer manoeuvering problem. The major property of
differential flatness is that the state and input variables of
nonlinear systems, represented in state-space form, can be expressed
directly in terms of the flat output and a finite number of its
derivatives, without integrating any differential equation. This
property should be extremely useful in the solution of tracking
control problems and other related control problems.

Numerous backstepping and recursive-interlacing methods for
regulating nonlinear systems have been studied since 1991. They have
wide industrial application to robust, adaptive and tracking control
problems including the regulation of Pulse-Width-Modulation (PWM)
DC-to-DC power converters, DC motors, jet engine control, active car
suspensions and flexible robotic problems.

One of the most interesting unsolved questions is: what is the
mathematical relationship between the backstepping approaches
(sometimes combined with sliding mode control) and the resulting
flatness of a system? It has been shown in 1995 by the organizers
that recursive-interlacing control is able to regulate certain
non-flat systems. What is the underlying "flattening'' mechanism?
Furthermore, higher-order sliding mode schemes could possibly be
applied to the control of some non-flat systems. Is there any
underlying relationship between recursive-interlacing and
higher-order sliding mode methods?

The aim of the workshop meeting is to discuss the above fundamental
questions with the European originators of flat systems theory, and
other researchers in sliding mode control, backstepping techniques
and other related areas in nonlinear control systems. It is hoped
that this initial meeting will lead to further collaborative
research which should result in greater theoretical insight, and
also yield practical nonlinear control algorithms for hitherto
problematic industrial problems.

Invited speakers, additional to Sheffield contributors, will
include:

Professors Michel Fliess (CNRS, Paris), Hebertt Sira-Ramirez
(Merida)), Francoise Lamnabhi-Lagarrigue (CNRS, SUPELEC,
Gif-sur-Yvette) and Drs Sarah Spurgeon and Xiao-Yun Lu
(Engineering Department, Leicester University).

On the afternoon of 24th July 1995 we are planning to have
presentations in other areas of nonlinear control theory.

          Foundations of Information/Decision Fusion:
              Applications to Engineering Problems

      The developments in information/decision fusion have been scattered in
articles in rather diverse areas of political economy, reliability, decision
fusion, sensor fusion, forecasting, pattern recognition, etc. Often the

similar despite the contextual differences. The objective of this workshop is
to bring together researchers in various disciplines to foster an exchange of
foundational ideas and methods that cut across the disciplines but are tied
together with the underlying theme of information/decision fusion.

Papers are solicited in all areas of information/decision fusion - both
theoretical and application-oriented papers with a foundational focus are
