Welcome to E-letter number 148 !!!
Starting January 2001, the eletter will be formally coordinated
through the Control Systems Society of the IEEE. The format of
the eletter will be retained in its present form due to its universal
appeal. However, a few changes in the submission process are being
incorporated to bring eletter up-to-speed with the internet age. The
official site for all the information about various eletter related
issues is:
http://www.ieeecss.org/PAB/eletter/
The process and changes are briefly summarized in next few paragraphs:
1. Format: As mentioned before, the format will remain identical to
the present one and the layout will be retained for the sake of
continuity. However, simultaneously two versions of the eletter
will be created. One that will be strictly plain text (as it is
right now) which will be mailed at the begining of each month to
the subscriber list. The second version will have the same format
and information; however, the topics and table of content will be
hyperlinked. This version will be hosted on the IEEE Control
Systems Society's official web site at the following URL:
http://www.ieeecss.org/PAB/eletter/archive/current.html
2. Submission: The submission will be done entirely over the internet.
Potential contributors should follow the submission page link:
http://www.ieeecss.org/cgi-bin/PAB/eletter/submission.cgi
Note that for the widest dissemination possible, it has been very
strongly recommended that no mark up (html or flavours) be put in
the newsletter that will be e-mail. Accordingly, all submission must
be strictly "plain text". Any markup will appear as html gibberish
rather than formatted text. Further instructions regarding submission
process can be found at
http://www.ieeecss.org/PAB/eletter/index.html#guidelines
Please follow the guidelines and instructions carefully.
3. Subscription to eletter: New subscribers may go to the following
page to subscribe to eletter:
http://www.ieeecss.org/cgi-bin/PAB/eletter/subscribe_form.cgi
Note that sometime in mid-December, all existing subscribers will
be sent an e-mail with individualized passwords for their accounts
which they can later use to unsubscribe from eletter mailing list.
As soon as the Board of Governors of the IEEE Control Systems Society
approves the formal "eletter Editor" her/his contact information will
appear on the eletter web page. In the meantime, please feel free to
contact Pradeep Misra at p.misra@ieee.org for questions or comments
related to eletter.

On November 15, 2000, professor Piet Eykhoff passed away at the age of 71.
Until the last moment has has been working, searching and investigating to
get a better understanding of his illness and its possible cures.
Piet Eykhoff has had a broad interest in social, cultural and scientific
developments. He has witnessed the birth and the expansion of modern control
theory and control engineering and has contributed to the professional field
in an impressive number of ways. In the sixties he has actively participated
in the creation and expansion of an international network which resulted
in the professional organization of IFAC with all its institutions. It is
because of this worldwide infrastructure that the field of control engineering
and control theory could develop into the present successful branch of science
and Eyckhoff's role in IFAC has certainly been a prominent one.
In January 1961 Piet Eykhoff obtained his Ph.D degree at the University of
California, Berkeley. Since 1964 he has been working at the Department of
Electrical Engineering at Eindhoven University of Technology. His research
activities focused on the area of system identification and parameter
estimation methods, which at that time was considered as an academic activity
with limited potential for applications. This field has now grown to a
cornerstone of modern model-based controller design. He published the book
"System Identification, Parameter and State Estimation" in 1974. This book has
become a citation classic with translations in Russian, Chinese, Polish and
Rumanian. From 1977 till 1989 he was dean of the Department of Electrical
Engineering at Eindhoven University. He was a fellow of IEEE, Honorary
professor of Xi'an Jiaotong University, member of the Royal Netherlands
Academy of Arts and Sciences, as well as doctor honoris causa at the Free
University of Brussels. In IFAC, prof. Eykhoff was Honorary Editor, member of
the Executive Council and a member of the IFAC Publications Managing Board.
With the death of Piet Eykhoff, the community has lost a leading and
inspiring scientist.

This program supports a fellowship in the AAAS Mass Media Science and
Engineering Fellows Program.
For a 10-week period in the summer, the AAAS Mass Media Science and
Engineering Fellows Program places advanced students in the natural
and social sciences and engineering at radio stations, television
stations, newspapers, and magazines throughout the United States.
The goal of the program is to strengthen the connections between
science and the media. The fellowship provides scientists and
engineers opportunities to: (1) observe and participate in the process
by which events and ideas become news; (2) improve their communication
skills by learning to describe complex technical subjects in a manner
comprehensible to nonspecialists; and (3) increase their understanding
of editorial decision making and the way in which information is
effectively disseminated. This program is for students pursuing
degrees in the natural and social sciences and engineering. Students
majoring in English, journalism, science journalism, or other
nontechnical fields are not eligible for these fellowships.
SIAM WILL SPONSOR ONE STUDENT FOR A AAAS MASS MEDIA SCIENCE AND

Massachusetts Institute of Technology
(530 pages, softcover, ISBN:1-886529-09-4, $69.00)
published by Athena Scientific, Belmont, MA
http://www.athenasc.com
This 2nd edition of Vol. 1 substantially improves and expands (by about
30%) the 1st edition. A relatively minor revision of Vol. 2 is planned for
the second half of 2001. DP is a central algorithmic method for optimal
control, sequential decision making under uncertainty, and combinatorial
optimization. The treatment focuses on basic unifying themes and conceptual
foundations. It illustrates the power of the method with many examples and
applications from engineering, operations research, and economics.
Highlights of the revision:
(a) Much new material on suboptimal control, including neuro-dynamic programming
and rollout algorithms, and their applications in combinatorial optimization and
stochastic optimal control.
(b) A section on estimation and control of systems with a non-probabilistic
(set membership) description of uncertainty.
(c) A section on infinite horizon continuous-time (semi-Markov) decision
problems.
(d) A new appendix dealing with the minimax and expected utility approaches
for formulating decision problems under uncertainty.
Among its special features, the book:
** provides a unifying framework for sequential decision making
** develops the theory of deterministic optimal control including the
Pontryagin Minimum Principle
** describes neuro-dynamic programming techniques for practical application
of DP to complex problems that involve the dual curse of large dimension
and lack of an accurate mathematical model
** provides a comprehensive treatment of infinite horizon problems in the
second volume, and an introductory treatment in the first volume
** contains many exercises, with solutions of the most theoretical ones

>From the preface:
One of the key ideas to emerge in the field of modern control is the use of
optimization and optimal control theory to give a systematic procedure for
the design of feedback control systems. For example, in the case of linear
systems with full state measurements, the linear quadratic regulator (LQR)
approach provides one of the most useful techniques for designing state
feedback controllers. Also, in the case of linear systems with partial
information, the solution to the linear quadratic Gaussian (LQG) stochastic
optimal control problem provides a useful technique for the design of
multivariable output feedback controllers. However, the above optimal
control techniques suffer from a major disadvantage in that they do not
provide a systematic means for addressing the issue of robustness. The
robustness of a control system is a fundamental requirement in designing
any feedback control system. This property of the control system reflects
an ability of the system to maintain adequate performance and in
particular, stability in the face of variations in the plant dynamics and
errors in the plant model which is used for controller design. The
enhancement of robustness is one of the main reasons for using feedback.
In this book, we present the reader with some of the latest developments in
robust control theory for uncertain systems. In particular, we
consider the quadratic stabilizability approach to the control of uncertain
systems with norm-bounded uncertainty and a more general absolute
stabilizability approach to the control of uncertain systems described by
integral quadratic constraints (IQCs). The reader will see that the
integral quadratic constraint concept and its generalizations leads to an
uncertain system framework in which the standard LQR and LQG optimal
controller design methodologies can be extended into minimax optimal
control and guaranteed cost control methodologies. Such an uncertain system
framework allows the designer to retain existing methods of LQR/LQG design
while the issue of robustness can be addressed by an appropriate choice of
the uncertainty structure in the uncertain system model.
Note that for the most part, the robust control problems considered in this
book are closely related to corresponding H-infinity control
problems. Furthermore, throughout the book, the solutions to these robust
control problems are formulated in terms of Riccati equations of the form
arising in H-infinity control theory. These facts motivate the title of
this book.

Summary
The design of advanced control algorithms has largely preoccupied
the control practitioners' efforts. The rationale has been that
systems which are difficult to control need advanced optimal,
non-linear, adaptive or like control algorithms for better
regulation. Although there are a variety of control design
techniques, few techniques exist for objective measures of control
loop performance or conversely measures of the level of
difficulty in controlling a process variable from routine
operating industrial process data. Clearly it is important
to establish the effectiveness of a given controller on a
process prior to re-tuning or redesigning the control strategy.
The control literature is relatively sparse on studies concerned
with such proper or formal measures of control loop effectiveness
or performance. The purpose of this book is to expose the reader
to the most recent techniques for controller performance assessment.
Specifically, this text ponders questions such as the following:
Is your controller healthy? Is it doing its job well?
How can one obtain a non-invasive or a model-free assessment
of controller performance?
One of the motivating factors as to why the industrial practitioner
and the academic researcher may want to investigate this area is the
explosive growth in the amount of process data that is available for
analysis. This book introduces the reader to the techniques for
evaluating the performance of univariate and multivariate controllers.

CALL FOR PAPERS
IEEE Transactions on Circuits and Systems, Part-I
Special issue on Multidimensional Signals and Systems
The field of multidimensional (mD) signals and systems have undergone
a steady growth over the last decade. Many new developments,
theoretical as well as those motivated by applications, have taken
place during this period. Examples of such developments include
modeling of linear and nonlinear physical systems (e.g., acoustic and
electromagnetic wave propagation, nonlinear phenomena etc.) by
following principles of multidimensional filter theory, new and
broader formulations of general theory of multidimensional systems
e.g., the behavioral theory of multidimensional systems with potential
applications in coding of multidimensional signals for data storage
and transmission, theory of repetitive processes with learning control
applications and new important modifications in the theory of robust
multidimensional systems, all of which legitimately fall within the
purview of the Circuits and Systems theory. Wavelets and filter banks
provides new impetus for multidimensional filter design techniques
again. While new algebraic problems have been posed from this study,
symbolic techniques e.g., the Groebner basis computations have the
potential for facilitating investigations in this field. Novel
applications such as the modeling of wireless traffic as
spatial-temporal stochastic processes, including point processes, or
mD filtering for computer graphics and animation are yet other
practical examples of such developments. The exponential growth of
available computational power has opened up possibilities of
applications of multidimensional signals and systems theory in a wider
range of practical areas than previously feasible.
Original research as well as tutorial papers involving spatial and
spatial-temporal processes are solicited for a special issue of the
transactions in this general area of multidimensional signals and
systems. Both signal processing and system theoretic papers will be
entertained. Unification of these two somewhat disparate areas will be
one of the goals of this special issue.
Specific topics to be dealt with (but not limited) to are:
* General theory of multidimensional systems including the behavioral approach
* Solution of linear and nonlinear PDEs via mD digital filters and recurrent
neural networks
* Multidimensional filtering with arrays of coupled dynamical systems
* Multidimensional filtering for computer graphics and animation
* Multidimensional wavelets and filter banks
* New design techniques for multidimensional filters including adaptive filters
* Systems for convolutional and related codes in multidimensions
* Algebraic issues and techniques including Groebner basis techniques for
symbolic computation
* Theory and application of repetitive processes: iterative learning systems
* Robustness issues for multidimensional systems
* New ideas and applications
Solicited as well as invited papers will be accepted after standard peer review
common to IEEE CAS transactions.

Call for papers Special Issue: "Nonlinear Digital systems"
Analysis and synthesis methods for continuous-time and discrete-time
systems present strong analogies in a linear context. This also greatly
simplifies the digital design since sampled dynamics maintain the linear
structure. Specific difficulties essentially appear with actuation and
inter-sampling. This is no longer the case in a nonlinear context.
The objective of this special issue is to face and propose solutions to the
problems occurring in the nonlinear digital control design. Digital systems
have to be interpreted as sampled ones. This topic includes both analysis
and synthesis contributions, direct or indirect ones. This issue will focus
on methodologies with illustrative case studies and new basic research
results. Papers dedicated to real practical examples are much appreciated.

The work of V.M. Popov in the late 1950's initiated the development of
frequency domain stability criteria for nonlinear systems. It introduced a
powerful new approach for stability analysis. It pointed the way to the
important notions of passivity and dissipativity, which had a deep
influence in design techniques of control systems. Among the highligths is
the celebrated Popov-Yakubovitch-Kalman lemma, one of the key results in
control theory. The objective of this special issue is to publish papers

Call for papers for a special issue of
Systems Control Letters on Adaptive Control
Guest Editors: Felipe Pait (Sao Paulo) and Jan Willem Polderman (Twente)
The topic of the special issue is adaptive control systems with emphasis on
fundamental aspects and limitations.
Adaptive control is concerned with the problem of controlling dynamical
systems whose characteristics are known only partially. The idea behind
adaptive control is to update the controller while the control system is
in operation, as knowledge about the plant is gained. A classical approach
to the problem of designing an adaptive controller is to combine a system
identification scheme with a control design strategy. Despite the progress
made, some fundamental questions concerning adaptive systems have not been
addressed in a completely satisfactory way.
There exists a well-established theory on the asymptotic behavior of
adaptive control of linear deterministic and stochastic systems under
certain usual assumptions: To what extent is previous knowledge needed
in order to construct practical adaptive controllers? Still lacking is
a convincing definition of what an adaptive controller is: How can one
distinguish an adaptive control system from a general nonlinear control
system? The concept of learning and adaptation is poorly understood:
What are the criteria to decide whether uncertainty is decreasing? The
usual modular structure of identification and control has a strong
appeal: Are there better alternatives, in particular with respect to
applications?
The goal of the issue is to highlight fundamental issues like the questions
raised above. The contributions need not so much present complete, polished
and finished results. Rather they should explicitly concentrate on the
challenges that arise in adaptive control, with the aim of generating fresh
ideas that may renew the enthusiasm of the control community.
You are hereby invited to submit a paper to the special issue. We sollicit
papers in two categories, defined mainly through their size. Short papers up
two five journal papers and regular papers, roughly six to ten journal papers.

Structural Control Benchmark Problems
for Dynamically Excited Buildings
to appear in a special issue of the
ASCE Journal of Engineering Mechanics
Background
Control of civil engineering structures is an extremely diversified field of
study. Numerous control algorithms, devices and sensors are being proposed
in a variety of different control strategies and to different buildings.
Evaluation of each control strategy experimentally, while desirable, is
impractical. Comparing the various analytical results reported in the
literature is often difficult due to the lack of common models, control
objectives, etc. A common basis for the comparison is needed to assess the
efficacy and relative merits of the various control strategies.
In 1997, the ASCE Committee on Structural Control initiated benchmark
control activities by sponsoring a benchmark structural control session at
the 1997 ASCE Structures Congress. The results of this study were published
in a special issue of Earthquake Engineering and Structural Dynamics in Vol.
27, 1998. Subsequently, the IASC partnered with ASCE to develop the next
generation of benchmark problems for dynamically excited buildings.
Benchmark sessions have been held at a number of conferences in the last
year, most recently at the 2nd European Conference on Structural Control
(2ECSC) held in July 2000 in Paris, France.
The current Benchmark Study for Buildings includes two benchmark statements:
Seismically Excited Building Models; and a Wind Excited Building Model. New
features of this benchmark study for the seismically excited building
problem include: consideration of material nonlinearity of structural
members; three types of building heights available for study; and a
computationally efficient Matlab analysis tool. New features for the
wind-excited benchmark problem include more realistic wind loads on the
76-story building determined using wind tunnel tests conducted at the
University of Sydney.
The problem statements and associated Matlab data/models can be downloaded
via the web by following the "Benchmarks" link at the URL:
http://www.nd.edu/~quake/
Call for Contributors
To obtain broader participation in this benchmark study and wider
distribution of the associated results than is possible through a single
conference session, a special issue of the ASCE Journal of Engineering
Mechanics has been arranged to report the results of the benchmark study,
similar to that for the first benchmark study.
All researchers are welcome to study the structural control benchmark
problem. A tentative schedule for this project is as follows:
January 1, 2001: Secure the contributors to the special journal issue
June 30, 2001: Manuscripts due
August 31, 2001: Completion of the regular review process
Early 2002: Publication of the special journal issue
Researchers interested in contributing to this special issue and able to
meet the prescribed schedule, please send an e-mail response at your
earliest convenience (spencer@nd.edu). All papers will be reviewed following
standard procedures of the Journal.
For more information, contact Prof. B.F. Spencer, Jr. via e-mail at:

Linear Algebra and Its Applications
Second call for papers for the Fourth Special Issue on
LINEAR SYSTEMS AND CONTROL
New deadline for submission: February 15, 2001
In the past, LAA has published three special issues devoted to
the field of Linear Systems and Control: 1983 (vol. 50), 1989
(vols. 122-124) and 1994 (vols. 203-204). More than six years
after the publication of the last special issue, it is time to
take stock of recent and current interactions between Linear
Algebra and Systems Theory.
The cross fertilization between these two fields has been very
fruitful in the past. While linear algebraic methods have been
instrumental for much of the development of linear systems
theory, many system theoretic concepts and constructions are now
part of the body of linear algebra. Today systems theory is a
place where methods from many different parts of mathematics are
combined. As a result linear systems theory has become a rich
source of linear algebraic problems. More recently, new
paradigms, new problems and areas of application have appeared
on the scene: the behavioural approach, coding theory, distance
problems and parameter uncertainty, the dynamic systems approach to
algorithms, computational complexity issues in systems theory and
discrete event systems.
These important subject areas have enriched linear systems theory
and will influence the future development of linear algebra, too.
We hope that the upcoming issue will further this process and we
encourage all authors working in these areas to submit their
contributions.
As in previous issues, this one will be open for all papers with
significant new results in Systems and Control Theory where
either linear algebraic methods play an important role or new
tools and problems of linear algebraic nature are presented.
Also survey papers are very welcome which illustrate specific
areas where the interaction of Systems Theory and Linear Algebra
has been particularly successful. Papers must meet the
publication standards of Linear Algebra and Its Applications and
will be refereed in the usual way.
Areas and topics of interest for this special issue include:
- Structure theory of linear systems and system families
- Stability theory
- Distance problems and analysis of uncertain systems
- Methods of robust control
- Approximation and interpolation problems arising in systems theory
- Geometric control theory and geometry of linear systems
- Linear behaviors
- Multidimensional systems and systems over rings
- Module theoretic techniques in system theory
- Coding theory with connections to systems theory
- Algorithms for linear systems
- Numerical issues in linear systems theory
- Computational complexity in linear algebra and systems theory
- Discrete event systems
The deadline for submission of papers is 15 February 2001, and
the special issue is expected to be published in 2002. Papers should be
sent to any of its special editors:
