        Axelby Outstanding Paper Award to Yutaka Yamamoto

The 1996 IEEE CSS George S. Axelby Outstanding Paper Award was presented to
Yutaka Yamamoto, for his paper:

  ``A Function Space Approach to Sampled-Data Control Systems
  and Tracking Problems'', appeared in IEEE Transactions on
  Automatic Control, vol. AC-39, pp. 703-712 (1994).

This paper introduced a function space model for sampled-data systems ---
the technique now known as "lifting" --- which made it possible to describe
sampled-data systems as time-invariant discrete-time systems.  This
technique has been the central key to recent advances in sampled-data
control theory.

This intensive course consists of 30 lectures of two hours each and had

        Introducing the Software Package TELPACK (TELetraffic PACKage):

There has been substantial recent developments in teletraffic analysis of
modern telecommunications systems. Among these, numerical treatment of
structured Markov chains of M/G/1 and G/M/1 type, QBD processes, etc. are
important examples. These Markov chains arise very naturally in the analysis of
a wide variety of such systems.

Recently, Akar and Sohraby have used a new "invariant subspace" based
approach for the solution of such chains which in most cases of interest has
shown a marked improvement in CPU time and accuracy over the conventional
methods. The new algorithms have been implemented in C and put together in a
software PACKAGE by Anuj Agrawal (MS Thesis).  Major modifications were made
to the original software by Dr.  Nihat C. Oguz.  TELPACK provides a simple
user interface which is currently in a TEXT format. In most of the cases
(e.g., M/G/1 Type Chains), it also gives the option to the user to employ
number of other existing approaches. TELPACK is menu driven and contains
help files and many example files to assist the user for setting up the
input data files, etc.  It also has the option of producing a PLOT
associated with the stationary distribution of the chain. As output, TELPACK
provides moment information, tail behavior, prob. of empty system, etc.  We
hope that TELPACK will be a useful tool for research, education and

HYBRID CONTROL SYSTEMS /  FLEXIBLE CONTROL OF MASSIVELY DISTRIBUTED
INDEPENDENTLY DRIVEN MACHINERY

Applications are invited for the above posts to join the research team at
Aston University working on the design software controlled, independently
driven high-speed manufacturing systems.

The new posts will be concerned with research on the design of hybrid
control systems for the flexible control of massively distributed
independently driven machinery.

Post 1 will be concerned principally with the continuous control aspect and
the problem of vertically integrating the motion control into hierarchical
logic structures. This post requires postgraduate expertise in modern
control theory, robust and adaptive control, experience in dealing with
real-time systems, and a distinct interest in intelligent or hybrid
control. Familiarity with modern computer aided design of control system
and software engineering is expected.

Post 2 will be primarily concerned with the discrete event aspects of
hybrid systems including real-time coordination and synchronisation logic
and the hierarchical decision processes which govern adaptive and
reconfigurable aspects of the system. The post requires postgraduate
expertise in concurrent logic, and experience in dealing with real-world
interactions and real-time systems. Familiarity with software engineering,
object oriented techniques, and a modern workstation environment is
expected.

The Research Fellows will benefit from joining an established team of
research workers from the 'Machine Control and Drives' and the 'Information
Technology' (HEFC Grade 4) Research Groups at Aston University. Close
collaborative links are maintained with industry. The research, which will
be conducted in purpose-built laboratories with state-of-the-art
experimental and computing facilities, is funded by the EPSRC for a period

                Interdisciplinary Ph.D. Fellowships:

        Real-Time Spatially-Distributed Disinfectant Control
                in Water Distribution Networks

The University of Cincinnati Earth System Science Program announces
the availability of several Ph.D. graduate student fellowships, beginning
Fall 1997. With support from the National Science Foundation, each fellow
will receive a full tuition scholarship and a monthly stipend, plus funds
for research supplies, travel to meetings, and support of a summer
sabbatical at an off-campus location. Due to financial support requirements,
all fellows must be either U.S. citizens or permanent residents. While the
scope of research topics is broad and flexible, we are specifically seeking
one or more individuals with an interest in studying spatially distributed
real-time control of disinfectant residual in water distribution systems.

The question we wish to answer is stated quite simply: How best to control
the spatio-temporal distribution of disinfectant residual within a water
distribution network? The actual problem is not simple, however, due to
complex system dynamics and chemical kinetics. The looped distribution
network (i.e., it is not a spanning tree) is a multiple-input multiple-output,
spatially extended dynamic system with significant time delays. The network
hydraulics, which govern disinfectant transport on a system scale, are driven
by external consumer loads and time varying pump operations, and it is typical
that network flows will change dramatically and frequently, both in magnitude
and direction. Coupled with these dynamics are complex disinfectant kinetics
that depend on the pipe material at a physical location, the water source(s),
and the type of disinfectant addition at the source(s) (multiple disinfectants
are sometimes used). Further, the reactions with chlorine (the most common
disinfectant) produce byproducts that evidence suggests are carcinogenic.
This evidence has led to tightening lower and upper limits on acceptable
chlorine concentrations within the network, and thus to a real need for more
advanced control approaches and for a better understanding of disinfectant
decay kinetics.

Our plans for this work include the development and adaptation of
control-theoretic approaches for real-time spatially-distributed control
of multiple simultaneous disinfectant additions. Activities that fall within
the project scope include: 1) development of appropriate modeling and
simulation methods, 2) consideration of system robustness in the face of
uncertain fluctuations in water demands, and 3) optimal location of
disinfectant additions to minimize control effort.


Applications are encouraged from individuals in any branch of engineering
or the physical sciences; applicants should demonstrate a high degree of
creativity along with strong quantitative and programming skills, and are
expected to interact with chemists, electrical and environmental engineers,
and utility personnel participating on the research team. For more information

    POST-DOCTORAL POSITION IN CONTROLS AND MATERIALS

Applications are invited for a post-doc position in the
controls and materials area at the University of Colorado, Boulder.  We will
be exploring path-planning and feedback control of epitaxial
growth of thin films as part of a large team assembled under
the NSF's Virtual Integrated Prototyping Initiative.  An individual with
a PhD or equivalent in the area of Control/Systems Theory and
a knowledge of, or a desire to learn, the physical chemistry of thin films and
epitaxial growth, coupled with a strong background in nonlinear control
and optimization, is desired.  The appointment will be for three years
with an optional fourth year and starting salary is approx $36K annually.
The start date is somewhat flexible --- between April 15 and June  15, 1997.

                    POSITION IN MOBILE ROBOTICS

The Chair of Process Control within the Department of Electrical
Engineering, FernUniversitaet Hagen, Germany, has two posts available
for Research Assistants in Mobile Robotics. The Research Assistants
will work on a European Project which aims to develop a mobile robot
to assist elderly and disabled people.

The first post will be filled as soon as possible by a candidate with
experience in Robot Design and/or Robot Control. Ideally the person
will have a PhD or MSc in Computer Science, Electrical Engineering, or
Mechanical Engineering. The salary will be from 64'000 German Marks
per annum, depending on age and family status of the candidate.
The duration of the contract is 12 months.

The second post is similar to the first one, except that it should start
in early 1998.

Candidates from all member states of the European Community except Germany
are welcome (this is due to restrictions by the project contract).

This  book contains   the lectures given  at
the NATO Advanced School  Institute: "From Identification to Learning" held
at Villa Olmo - Como (Italy) August 22 -September 2 1994.
The state of the art  in  identification, adaptation  and
learning is overviewed at a tutorial level.
Besides linear dynamical models in  state
space, ARMAX, or frequency domain form, nonlinear models are extensively
treated with emphasis on neural networks models  and wavelets.  An effort is
made to clarify the  connections of identification and adaptation with the

in systems and control, theoretical computer science, numerical analysis,

          Automatica special issue on Hybrid Systems

Hybrid systems are dynamical systems that include both continuous and discrete
components and that therefore behave partly as continuous systems and
partly as finite automata. As the `continuous' and `discrete' worlds are
being integrated in ongoing technological innovations, hybrid models are
used more and more in spite of their inherent complexity. Engineers,
computer scientists and mathematicians are dealing with these models in
various and sometimes ad hoc ways, and there is a pressing need for
the development of systematic ways of analyzing and designing hybrid
systems.

Hybrid features are present in particular in many control systems.
Such features may occur simply as a result of hardware restrictions (for
instance on/off control) or may be introduced intentionally, such as in
switching controllers. In other applications one may want to use hybrid
models to describe the interaction of a discrete decision layer and a
continuous implementation layer, or the coordination of continuous
processes through discrete communication channels. It may also occur that
the controlled process itself exhibits hybrid features, as a result of fast
transitions or unilateral constraints. Typical application areas include
robot task planning, air traffic control, digital control, and chemical
processes.

The Automatica special issue on Hybrid Systems aims at covering
the modeling, dynamics, and control of hybrid systems arising in a variety of
disciplines, with the objective of finding common paradigms that can be
the basis of fruitful further study in the coming years. Papers are
invited that develop systematic methods for the analysis and design of
hybrid systems. This includes papers describing applications
with a clear analysis of the ingredients of success, as well as more
theoretical papers identifying classes of hybrid systems that are
particularly amenable to analysis.

The European Control Conference will take place from July 1 to 4, 1997
at the Brussels campus of the Universite Catholique de Louvain (Auditoires

Association (EUCA).

The conference covers all aspects of Systems and Control, and ranges
from fundamental research to applications in process control and advanced
technology. An industry day, with a special focus on industrial control

Automatic Traffic and Vehicle Control Systems

Intelligent Transportation Systems (ITS) have provided a viable means for
improving safety and throughput in the present transportation system. This
has been made possible by the advent of new sensing, actuation, processing,
and communication technologies. There are many issues in this area which
range from theoretical to actual hardware implementation related. This
conference is dedicated to all aspects of ITS research, development, and
deployment. Papers concentrating on sensors, in-vehicle or infrastructure
technology should be sent to the SPIE conference dedicated to those topics.

The purpose of this forum is to provide a platform on which students of
engineering can present and discuss topics on Industrial Electronics. It
will be held in connection with a major technical meeting; ISIE'97. This
symposium has, in its technical program, more than 250 papers in the

processing, estimation and identification techniques, instrumentation
electronics, automotive electronics, human interfaces, software design
tools, and non-linear control and systems.

Emerging Technologies: Neural networks, fuzzy control, AI and expert
systems, algorithms, intelligent mechatronics, concurrent engineering,
medical electronics, virtual reality and telesensation, multimedia.

Submission format: Diploma and Msc registered students are invited to
submit two copies of a full paper, in English, with 6 pages maximum, to
be presented in a Poster Session. The submitted paper should be in
final format and should include: title, authors, mailing address of each
author, telephone and fax numbers, e-mail addresses. It should include a
clearly defined problem statement supported by the relevant references.
It should state why the work was undertaken and what are its outcomes.
The development description should be comprehensive enough to allow the
assessment of the work's originality and contribution to the technical
area and should also provide conclusions. Paper's format can be found on

Paper Acceptance: Each accepted paper will be included in the Forum
Proceedings and will be presented in a poster format. The 6 to 8 best
papers will be selected for an oral presentation in a dedicated special
session within ISIE'97.

Poster Format: Dimension of 150cmX100cm (height X width) maximum and
must include title, authors, mailing address of each author, e-mail
addresses, text, figures and references.

Registration:  For the paper to be included in the Forum Proceedings at
least one of the authors must register and pay the registration fee till
15th June, 1997. The Forum Fee is $100 USA dollars. This fee includes
ISIE'97 Proceedings, Student Forum Proceedings, and right to attend all
the sessions of ISIE'97.

SCOPE
The symposium will present the state of the art in the design of
nonlinear control systems. It will explore current  theoretical
developments as well as their latest applications to engineering
problems. The symposium will provide a forum for the presentation
and discussion of papers which describe new design methodologies
for the control of nonlinear plants and will feature novel
applications of these methods . The program will include invited
survey papers by leading international authorities and encourage
wide ranging discussions by all participants on basic problems
and future directions.

CALL FOR PAPERS
Four copies of the full papers (maximum 6 double column pages
including figures) should be received by
November 15, 1997. Please provide four keywords to indicate
the area of the paper. Give the full name,
affiliation, full address, telephone and fax numbers, and
email addresses of the corresponding author.
Notification of acceptance and author instructions will be
mailed by March 1, 1998. The final manuscripts and
registration payment of at least one of the authors are due by
May 1, 1998.
Registration fees not received by that date may result in the
paper being excluded from the Book of Preprints.

INVITED SESSIONS
There will be a limited number of Invited Sessions at the
symposium. An invited Session consists of four or five papers
on a coherent theme within the scope of the symposium.
Especially encouraged are proposals for the following two types
of Invited Sessions:
 -Invited Sessions devoted to a specific application area of
  nonlinear control,
 -Invited Sessions devoted to emerging research topics on
  the current border of nonlinear system and control theory.
Prospective organizers are advised to contact the organizers
before October 1. Papers for Invited Sessions will be subject
to the regular review procedure.

LOCATION
The symposium will be held on the campus of the University of
Twente, Enschede, The Netherlands. The quiet and rural surroundings
provide a perfect environment for scientific exchange. The
campus offers an excellent choice of sports facilities. Hotel
accomodation for the participants will be conveniently
provided on the campus and in the neighboring city of
Enschede. Enschede can be reached from Amsterdam Schiphol
Airport by a direct railway connection in about two hours.

REGISTRATION FEE
The registration fee for the symposium will be around Dfl.350
(approximately USD 200) before May 1, 1998, and Dfl.450 after
May 1, 1998.

LANGUAGE
The working language of the symposium is English.

COPYRIGHT
The material submitted for presentation at an IFAC meeting (symposium,
conference, workshop) must be original, not published or being
considered elsewhere.  All papers for presentation will appear in
the Preprints of the meeting and will be distributed to the
participants.  Papers duly presented will be archived and offered
for sale, in the form of Postprint volumes, by Elsevier Science Ltd.,
Oxford, UK.  The papers which have been presented will be further
screened for possible publication in the IFAC journals Automatica
and Control Engineering Practice, or in other, IFAC affiliated
journals.  The abstracts of all papers presented will also appear in
Control Engineering Practice.
Copyright of material presented at an IFAC meeting is held by IFAC.
Authors will be sent a copyright transfer form. Automatica, Control
Engineering Practice and, after these, IFAC affiliated journals have
priority access to all contributions presented.  However, if the
author is not contacted by an editor of these journals, within three
months after the meeting, the author is free to re-submit the material
for publication elsewhere. In this case, the paper must carry a
reference to the IFAC meeting where it was originally presented.

ICAR'97, July 5-9, 1997.  Sponsored by the IEEE Robotics & Automation

The theme of CIRA'97 will be "Towards new computational principles for
Robotics and Automation". During the past decade, numerous applications of
computational intelligence to robotics and automation have appeared as
partial or full alternatives to conventional approaches.  A potentially
explosive growth of applications is expected in the near future as research
and practice of computational intelligence mature. CIRA'97 will provide an
international forum which draws together researchers and practitioners
working on different aspects of computational intelligence in robotics and
automation.

INTERNATIONAL WORKSHOP ON INTELLIGENT CONTROL "INCON `97"

13-15 October 1997 ,  Sofia ,  Bulgaria

The International Workshop on Intelligent Control INCON '97 is organized
by the Union for Automation and Informatics (UAI), the Technical University
of Sofia and other Bulgarian/international companies. It is a part of the
National Conference of Automation and Informatics together with:
  - IFIP TC6 Internat. Symposium on Network Information Processing Systems,
  - International Workshop on Bioprocess Systems,
  - Workshop on Advanced Control in Power Plants and Systems,
  - Workshop on Pattern Recognition and Technical Diagnostics.


The overall objectives of INCON '97 are:
- to exchange ideas and experience between scientists and practitioners
  from Balkan region and other countries interested in all aspects of
  intelligent control methods, systems and architectures.
- to establish research or business relations among the people from the region.
- to contribute to the technology transfer from university to industry.

Topics of interest include but are not restricted to:
  - knowledge-based control systems,
  - fuzzy control,
  - neural networks for control and simulation,
  - expert control systems,
  - genetic algorithms in control systems,
  - analysis and design of intelligent controllers,
  - direct and supervisory control.

Language:
The official language is English. No simultaneous translation will be provided.

Guidelines to the authors:
The prospective authors are encouraged to submit full papers not exceeding
6 double column A4 format pages (IFAC "Automatica" journal standard) by e-mail
to the following address:
     INCON97@hpac.vmei.acad.bg
The following formats are preferred but not restricted to: PostScript, LaTex,
Word 6, Word 2. Any kind of file compression is recommended before sending.
Alternatively submissions may be sent on paper (5 copies) by surface mail to
the address of the workshop secretariat. If accepted the author(s) have to
send the final camera ready manuscript in one of the mentioned formats for
preparation of the preprints and present the paper at the workshop.

The Workshop fee is 200 USD. For additional information please contact

                     Preliminary Announcement

    WORKSHOP ON MODELLING AND CONTROL OF MECHANICAL SYSTEMS

      June 17-20, 1997, Imperial College, London, UK

This four-day workshop is intended to provide doctorate students,
researchers and professionals with an overview of the status of the
art on modelling, identification, and control of mechanical systems.

Both theoretical contributions on new developments on the theory
of mechanical systems and selected lectures discussing topics of
major industrial interest are presented.

The IEEE Control Systems Society Conference on Decision and Control (CDC)
is the annual meeting of the IEEE Control Systems Society, conducted in
cooperation with the Society for Industrial and Applied Mathematics (SIAM)
and the Institute For Operations Research and the Management Sciences
(INFORMS). The thirty-sixth CDC will be held December 10-12, 1997, with
tutorial workshops preceding the conference on Monday and Tuesday, December
8-9. The venue is the Hyatt Regency San Diego. San Diego is one of the most
exciting meeting destinations in the United States. With perfect weather
year round, San Diego boasts a beautiful harbor and a multitude of
attractions and activities to be experienced. Hyatt Regency San Diego
located on San Diego Bay, offers a resort-like setting with the convenience
of a downtown location. The Hyatt Regency is minutes away from San Diego Zoo,
Wild Animal Park, Sea World, Seaport Village, Balboa Park - the list is
endless.

Contributed papers (in Regular and Short) are solicited in all aspects of the
theory and applications of systems, including decision-making, control,
adaptation, optimization, industrial automation, and manufacturing. Invited
sessions are also solicited. Cohesive proposals focusing on new or emerging
topics in the above-listed areas are particularly encouraged, and will have
priority over those of a classical or mainstream flavor. All submissions are
due 4 MARCH 1997.

Each submitted regular paper, short paper, or invited paper extended summary
